Of course you can assign divisions to corps, but its done directly by putting them on the corps stacks. In this way they will get on the command structure as you say and gain advantages form his cops commander which in turn gain advantages form his army commanding.
What i was trying to explain is that the mechanism is different that the army/corps relation.
Divisions (and other smaller units like regiments and brigades) are the building blocks of the stacks (group of units) which can be army stacks, corp stacks (related between them) or simple independent stacks (not related with other stacks).
Any of this kinds of stacks can have divisions inside. But putting them in the chain of command (army/corps) is much more effective because of the command points use and the advantages given by the corps and army leaders.
But on secondary fronts it is also convenient to use them on independent stacks, as you don't have as much organized armies as you would like and have and yo must use them them on the main fronts (Virginia, Tennesse...)
