I have never seen the likes of what you are talking about. Maybe some issue with being able to forage too much?

Here is a couple of weird supply situations to consider in a PBEM game with me as the Union.
A)
Opp has had a smallish division (10-12 elements) sitting in SW region (Tucson w/depot) for over a year without any supply wagons, with no military control and no near-by depot's(eg. Dallas, Laredo).
The US has a similar sized force outside of Tuscon in defensive and has never fought this force. The weirdness is that this force remains in supply, remains max cohesion throughout the winter (while my forces has seen 2 epidemics and has a medical corps attached) over this period and has not once attacked the defenders even with 0 military control. Foraging is not noticeable as there hasn't been any pillaging indicated.
B)
Large reb division without supply wagons/transports at Jefferson City for many months, staying supplied even though town says only 10 supply/turn supplied only. Nearest reb depot/City is Fayetteville, ARK. (5 land regions away) but supply remains for this force. Missouri has sided with rebs so it is expected that they may have a 1.5 multiplier due to loyalty. I now have taken this town and can barely keep a brigade supplied and I have all the cities and depots in the area but am struggling with maintaining military control in the adjacent areas and expect this to improve once this is accomplished.
What explains this magical supply ability the rebs have in the the West?

So a unit 2 areas far from a depot without a "city" will not receive supply probably. (Unless Wagons in the stack)
