It is the Total in the Replacement Pool.
Here is a new screen for example:
In that screenshot, I have 229 Line Infantry available in the pool
I would be able to buy a total of 229 Line Infantry for that turn (if I had the resources).
That number (229) comes from drafts and mobilization.
Envelopes represent Replacements Requested to be built.
In the tool-tip we see "Replacements requested to be built: 5".
Also see the bottom number (the Pool) decreased by 5 to 224.
By placing an envelope in the slot he is ordering replacements for
Next Turn.
"Replacements already in reserve: 91" is what I have "on the map" ready to re-build damaged units.
Next turn, there will be no envelopes, the "Replacements already in reserve" will increase by 5 to 96.
The bottom number (224) will adjust to show the decrease/increase in the pool, depending on any drafts or mobilizations etc..
