You can produce even if there is no resource in the region. If you look at San Salvador, you can see two farms with no attached resources (coffee and tropical fruits).
In looking at the turn, it appears that both of your mines are being constructed. It appears that they will both be operational. Also, it appears that neither mine is affecting the other (if you look at region Highlands in North Scotland for example, the same resource modifier exists for my mine {90%} that your mines there have).

My mediation is that due to a quirk in the game, both mines are in operation at this time. Neither country loses a mine (because if 1 is destroyed, the game won't let another be constructed in it's place). Both mines can stay. Columbia will be allowed to keep it's wool farms in the Ottoman Empire. The wool can be sold from the Ottoman Empire, or taken back to Columbia for sale.
Unless one of you can show that they have suffered material harm (which I do not see at this time).
