TOSHIMICHI FAILS TO CONVINCE PRIVY COUNCIL TO PRINT MORE MONEY

Home Lord Toshimichi's proposal to create more currency to help the Japanese industry has been met with hostility and failed to pass two times in a row this past month. New money would mean higher inflation which will make everything costlier, including things to buy for the everyday life of the struggling Japanese citizens. Something not acceptable by most of the Emperor's closest conservative advisors. The Home Lord is adamant about its usefulness though. Inflation should be kept low, but should not be a forbidden word if growth is at stake.

Treaty of Saint Petersburg 1875 between the Empire of Japan and the Russian Empire
==================================================================================

The treaty has the six following provisions:

1. Southern Sakhalin will be ceded to the Russian Empire. The Kurile islands shall be permanently recognized as a Japanese colonial area.
2. (secret provision)
3. (secret provision)
4. (secret provision)
5. (secret provision)
6. The aforementioned agreements will be enforced with a Non-Aggression Pact (NAP) from the time of signing up to five years (1880) with a possibility of extension. The validity of this Treaty perpetuates as long as it becomes extended.

==================================================================================

Any violation will bring a 10% to the offender. Only the first and last clause shall be "known and visible" to the world community.
This becomes active as soon as both sides place their "signature" in the name of their sovereign. (in the Dropbox)

Austrian Victory

Austrian troops under the command of Archduke Albrecht attacked and badly mauled an Italian Army. In the process Austria has besieged the key objective of Milano. It is rumoured that Pianell's army is in very poor shape, cut off from the rest of the Italians and facing total destruction.

In other news, the main Austrian advance has reached Bologna and now threatens Roma itself.

BATTLE OF THE VOSGES

With peace talks stalled and little likelihood the French will accept terms, the German General Staff ordered the resumption of combat operations in eastern France. The Battle of the Vosges began on day 4 and raged for 11 days. Russian forces joined in the battle at day 8. At one point over 1.5 million troops were on the field of battle.

France has already accepted the only terms presented to us. We can not accept terms that we are not offered. Furthermore, this is a complete breach of the ceasefire in place. We expect something to be done about this.

OOC: No warning and no chance to even accept or refuse new terms? This is exactly what I was demonized for back in the first war. Germany should receive a huge penalty for breaching a ceasefire.

France has not accepted terms. Each and every time Germany attempts to modify the terms to get French acceptance, then another new stipulation is offered by the French. The last one requiring peace with Egypt for Germany and peace with China for Russia, before a peace treaty can be accepted. It was a never ending series of stipulations to keep the peace process continuing with no end result.

Please see this post for an early warning.. http://www.ageod-forum.com/showthread.php?28299-PON-Conflict-in-Europe-Diplomacy-amp-News-Thread&p=267181&viewfull=1#post267181

If what I stipulated wasn't acceptable, which it seemed to be, then say so and give me the chance to accept or refuse. That's not a warning of ending a ceasefire. Ending a ceasefire requires telling the other side that it will be null after a certain date. What you posted is just sabre-rattling.

Whatever. I'm not even in town to post turns. Do what you want, but I wouldn't be too proud of beating up an army that isn't fighting.

Here is the text of the final German offer for peace with France that has been further modified to gain approval. If France accepts, then please make an announcement and place all French forces in Vosges inside the city's fortifications. No assaults have been ordered anyways, but German and Russian forces will be placed on a defensive posture. This will prevent any further losses to either side.

Treaty of Versailles

1. France transfers to Germany, control and ownership of the colony of the French Congo, including all provinces that have Gabon as their capitol.

2. France transfers to Germany, control and ownership rights to the Suez Canal.

3. France reduces its present standing army (excluding reserve forces) by 35%, of France's choosing.

4. France will terminate all diplomatic relations with Belgium and Egypt, cancel all treaties and recall its ambassadors. For 5 years from the signing of this agreement, France will refrain from any diplomatic actions or treaties, and any military assistance, with Belgium and Egypt. No French military aid, support or troop movement within Belgium or Egypt is permitted during the 5 year time frame. Commercial transactions are exempted.

5. France will terminate the Treaty of Paris with China and agree to sign Non-Aggression Pact with Russia with a 3 year term.

St Petersburg, Early May 1875

Since both France and China have made it known to Russia that they are interested in a collective/multilateral peace, Russia has amended her demands, which, has already been communicated to all interested parties several weeks ago.

Thus, clause 5 should read

"5. France, China and Egypt will all conclude a white peace with Russia."

The above clause 5 comprises the full Russian demands.

In addition, it is with great sadness that we have to report the death of His Imperial Majesty, Mikhail Nikoleavchia.

Image

Now, that the Czar's brother himself has died, all nations involved should come to their senses. All that Russia is asking for is peace; we do not ask for money, for land, for decomissioning of soldiers or ships; we simply ask for peace.

For those for whom peace is not satisfactory, only suffering and pain will come.

In other news, we are happy to announce the execution of the St Petersburg treaty, which should bring peace and prosperity to the Far East, hoepfully, delineating spheres of interests and settling disputes in a civil manner. We hope other nations also acknowledge that where arms failed, negotitations prevailed.

EGYPT WILL DESTROY SUEZ CANAL

In a shocking statement from the headquarters of Loring Pasha, the Egyptian commander, he declared the Suez Canal will be destroyed as soon as Egyptian troops capture it. In swift response, the German General Staff issued emergency orders to dispatch reinforcements immediately to Suez to save the canal from destruction and protect the free flow of international commerce. Over at the Wilhelmstrasse, Chancellor von Bismarck was heard in a remark, "this is why Europe cannot trust the control of so valuable an asset to second rate countries governed by nomadic tribes."

France will accept these terms as we already have once before.

OOC: I am not at home and will not be home until Momday so I can not physically comply with the military orders. There should be no reason for you to have to be in Vosges since I will not be moving for another three turns.

Germany is glad that France has finally accepted our terms, without adding an additional stipulation to be met first before French acceptance. This is the first true French acceptance.

German forces have been placed on defensive mode, with orders to evade combat and move into Germany. German naval forces have been ordered home. However, a garrison shall remain in Paris until peace is signed (OOC: peace sent in game by France offering the French Congo. The 35% reduction in forces can be disregarded now, considering the losses already taken).

Russian forces have been advised to do the same.

Plea to the Egyptian Government

Please be advised that reinforcements have been dispatched to Suez. Some have arrived already and more on the way. Now that France has capitulated, several more armies are available. We ask the Egyptians to accept our terms of surrender, submitted several times already, before there are enough German forces present to annihilate the Egyptian Army. Be forewarned that from this point onward, the more German blood spilled to defeat your armies, the more punishing will be our final terms. We plea to the Egyptians to end the bloodbath now.

Here are our present and final terms of surrender:

Treaty of Suez

1. Egypt shall transfer control and ownership of the province of Suez to Germany.

2. Germany shall reimburse and assist in the reconstruction of structures destroyed under German occupation, with the proviso that no military structures will be replaced.

3. Germany and Egypt both agree to discuss at a future date, the status of the colony of Sudan.

Egypt Answer

What you can required more? Sudan is not my own territory and I accept to lose that, my industry is always destroy and Suez is my own territory, industry or people of my own people. For me the chose is simple my own people! And for your information if you lose your army in siege in Quairo, what number of troop Germany are dead for only a small tribal territory....

But I can give Suez to Ottoman, because is my Brother and is my ally. I can't accept to lose my land link with my brother Islamic.

Is you, because the blood of Egypt is ready for dead and Germany army? What do you cost for this small territory, if I destroy Quairo troop in siege.... Really more about the real price, I think.

Russia does not want to prevent peace in Western Europe. Thus, after consulting with Germany, we accept the French acceptance of the original terms, among France, Germany and Russia.

Russian forces have been ordered to disengage and return to German held territories.

We regret the ongoing difficulties between our Islamic brothers in Egypt and our former Allies in Germany. In this war, we have managed to keep from spilling any blood..... we have withdrawn from the Suez area.

To assist others in in Not Spilling more blood and to follow our New Policy Advisors and Sultan Abdulaziz' wishes, we ask Germany to remove her Troops from Ottoman Territory. We will be cancelling Passage Rights when we have Diplomats who can be found to deliver this news Officially.

KOREAN MILITIA OPENS FIRE ON JAPANESE OBSERVERS

Why on earth would Koreans open fire on the Japanese tiny expeditionary force (mostly made of loyal ceremonial retinues) after all we've done to their country? Nippon invests a lot in the Korean peninsula yet still the Koreans view us in a hostile way. This is unacceptable. We urge the Chinese to speak with the Joseon Dynasty and make sure our forces remain safe and the trade routes open. We also ask the Koreans to give back the prisoners they captured.

OOC: Since the Japanese "Korea Observers" force was made up mostly of Old Samurais, that's what the Japanese Provinicial Forces are made of, most casualties happened once the two forces clashed in melee. Pretty cool!

The Empire of China asks Japan to retreat said observers. Korea is an important supply source for our forces in Manchuria, where a war is still raging against the Russian Empire. The recent unlawful incursions of Japanese troops do not only jeopardize our current military campaign, but are also a breach of good trust between our nations. Korea is Chinese territory and if anything permission to land troops should have been asked. For now we will not seek compensation for the many deaths suffered at the hands of the Japanese bandits, but should they make any more casualties we will take action to prevent further atrocities against our subject people, the Koreans. Compensation or return of prisoners to Japan is unacceptable. The Japanese troops violated the territorial integrity of the Subject Nation of Korea, thus inevitably sparking a military response from the indigenous population. This massacre would not have happened if Japan would have acted in a respectable way, asking permission for a landing and asking for Chinese protection against the natives.

Since more skirmishes are happening, Japan will withdraw its observers from Seoul but will keep surveying the waters near Korea for potential abuses against our interests. Japan has a stake in a peaceful and working Korea as it possesses many lucrative tradeposts in the peninsula.

We thank Japan for this sensible action. The Empire of China wishes to assure Japan that we fully support the Japanese economic development in Korea, yet we must also stress that Japanese military involvement in Korea is unacceptable - especially in times of war.

The Gouvermant of Egypt said new offer to Germany the only answer is the last fight, 64 318 men dead only in Germany's army, only in this month in Egypt 95 000 men of Germany are dead really far about Germany.

The new offer for all country can see, it's that :

2.Germany give Sudan to Egypt.

3.Move treaty for Egypt to use Suez territory.

4.Mutuel Defence Treaty. (I am loyal Ally when I am really Ally)

Germany offered its final terms a few weeks ago, which were fair considering the circumstances. Egypt, however, failed to accept those terms. What is now proposed by the Egyptian government is close to what would be demanded if they were victorious and marching on Berlin. This is not the current situation. We will extend our offer one more time as a sign of goodwill to the international community.

Egypt should consider and accept our terms.

Britain and the Netherlands agree to sale of Military Outpost in the territory of Sorong.

Just last week, the Governments of Great Britain and the Netherlands have agreed to the peaceful transition of the Dutch Military Outpost located in the territory of Sorong to Britain. Exact terms of the agreement were not available at press time, but we have been told that Britain released some materials from it's strategic reserve.

The publically released diplomatic letters have been reprinted with permission:
