Just to be concise, The two regions do NOT have to both be water regions, one of them may be a land region with a harbor, as long as the bombarding unit is adjacent to both the region with the harbor and the water region, and the water and land regions thru which is being moved are adjacent to each other.
This can surprise people a lot when they discover what regions are adjacent to each other. Unfortunately you cannot see this readily on the map; you need a unit to show you.
[INDENT]Put the unit into a region you want to check, click on the unit and press <shift>.
You will see a number of colored rays emitting from your unit.
The colors have the following meanings:
- Brown: unit may move into that region over land
- Light Blue: unit may move to that region, but must cross a river to do so
- Dark Blue: unit may embark onto transports into these water regions
The rays are often a bit off-center and it can be a bit difficult to understand to where they are pointing unless you pay attention to their colors[/INDENT]
Example: The Union controls Baltimore and has it garrisoned with among other things coastal artillery which is entrenched at level 3 or higher with the bombardment button pressed. The CSA controls Annapolis and has a fleet in the bay in front of Annapolis, which is also adjacent to Baltimore. When the fleet in front of Annapolis moves from the bay(adjacent to Baltimore) into the Annapolis harbor(also adjacent to Baltimore) it will be bombarded through the DAR.
