no, sorry i have been too imprecise:
"REBELS" like rioting civilians, the tribes for the USA and so on can be fought at will, but then the country will claim back its province and your troops will be transferred to the next province of your own (distance of this automatic transfer are up to eight provinces if i remember it right)

thats what i did mean.
the Problem as mentioned and described more precisely from the Developer is the seizure of economical buildings.
this is, however not true for all occasions of rebels taking over provinces and cities:
i had Sioux taking one of my own city, i got the province itself. while i won the battle they burned down ALL structures in the city itself (in my case Chicago and other cities).

i have finished the last 27 years with patch 1.02, though no new campaign, but domestically i never saw it (as i wrote elsewhere three provinces never regained to civil order, were always rioting/striking/ out for a rebellion), just everywhere when a treaty was given you passing rights before....
...not paid by AGEOD.
however, prone to throw them into disarray.
