Hover your mouse over the regions to see their footprint; do the same for nearby regions. I believe the engine uses these footprints to determine adjacency (and double adjacency).
If Fort Monroe is doubly adjacent to Hampton Roads and the James Estuary, this should be enough for it to control passage between the James and Chesapeake Bay, which is historical. Even today, all shipping from Norfolk, Hampton, and points upriver must pass under Fort Monroe's guns to reach Wasington, Baltimore, or the open ocean.
