If this wasn't an accident then please reconsider this change. It gives the Red side uncontested control of the rivers and enables them to cripple any Siberian offensive west of the Volga.
I haven't uploaded the game file. Since you simply have to start a GC and look into turn 1. If need be, I am happy to upload the file though.

An historical problem for the Whites was that they controlled many very sparsely populated regions (Archangel region and Siberia, for example). It does not make sense that Whites should be able to raise as many troops from these regions as the Reds can from their central Russian regions.
