P. 96 from the Civil War 2 manual:
As long as an element is not totally destroyed, it may recover hits by filling its ranks with replacements drawn from the replacement pool during the Hosting phase, if the element didn’t move during a turn. This is in addition to recovering Cohesion. If you choose the Historical Attrition setting, land Units must be in a friendly Depot to receive replacements.
So my memory serves me, and there's at least one game where that isn't the case, the way I read it.
And from the WoN manual:

Seems there's another one, too - identical wording (a cross reference to a chapter omitted).
So, please, I see Beta Tester mentioned - I'll be happy for further clarification. The way I read it, though (seriously, AGEOD should hire me for their documentation, I'm a technical writer and a native speaker of English and know how to write a manual), you can get Replacements only at a Depot if H. A. is ON.
Seriously, I'm all ears. If what you mention is the case, then the manual needs editing for clarification.
