I will really like that one turn/permanent differentiation for the "sentry" shortcut key (it has been asked a lot of times and is on the wish list)... but i has never feel much necessity for this function on buttons.
In any case, IMHO it would be better to have the permanent effect as the default "click" and maybe an alternative ctrl+Click for an especial "just one turn" effect.

I think that originally the button was set as "no bombard" as default as then the fleets bombard power was much higher. A strong fleet could move down the coast/rivers "zapping" enemy stacks and doing heavy damage.

I think the "concept" behind thios button is not to represent an order of engage/don't engage as in your example.
It's more too simulate the ability of the land units to choose to be right on the coast/riverside, being able to interdict fleets and being fired in return, or take position inland, out of sight/reach of the ships. Out of harms way but unable to fire on the enemy ships.
Both default positions ("bombard on" or "bombard off)" have his own advantages and disadvantages... but personally i feel comfortable with the current "no bombard" default

I'm wondering, when you have the magical bombard button depressed will it bombard "any" adjacent water hexes?

Like if you have a fort at New Hanover will it bombard Middle Cape FearRiver, Coastof Carolina and Robert DeNiro's Cape Fear?
