a "newbie" question

Hi there. I just have a little question, dare not try it out, that is; I can recruit brigades from Mussouri, but I have basically lost the state. I control no city in that state anymore. If I choose to recruit Missouri brigades, without controlling any city, will the bridage spawn in a different state, ie. Arkansas? Will the brigae not spawn, but the cost be incurred? Or will the brigade not spawn and no cost incurred?

Since I'm afraid of alternative two, I dare not try it out, and hope someone here has tried it out before me

I had this happen once. I bought a bunch of militia at the last minute, hoping to save something. The units stayed in the reinforcement pool until I retook Charleston, MO. Then they all showed up the next turn in that one spot, ready to join into divisions as soon as they became operational. (That was many versions back ... YMMV).
