I got this game as a random gift from a close friend a couple of weeks ago. In my teen years I was a big Avalon Hill Gettysburg boardgame fan and even to a bigger extent Lee Vs. Hill which was even more realistic. Supply lines and depots, unit activity levels, fortification building, attrition, etc. So far just teaching myself this game reminds me a lot of that one but with much more politics, a wider scope. But I've still got a question...
Reinf. vs. Replace: What is the difference? As far as I can tell I can order entirely new troops via replacements. These troops are ordered the next turn but are too green, they need to recruit and assemble and train. Each unit has a limit to how many can be in 'training' and waiting in the background.
Yet to start with I have no reinforcements. My best guess is that reinforcements are all volunteers, I need to mobilize to get them? Or do states build troops based on mobilization/draft and based on that state I can order them separately? Is it just that at first there are no 'reinforcements' and it takes a few turns to organize them since the war has just started? Do replacements get created differently? I can't even find a part of the manual that treats these differently.
