New units raised (error in quantity) BUG?

I ve tried several times and the message:

New units raised in the various states (x units) is giving bad counts.

To confirm, as an example, I tried to test a (several months massing conscripts) single build lot more than 100 units and the count was (54 units).

The total lines of info in the "levies message" was just 77, just 6 of them dont were reinforcements. So 71 units were build on a turn (militias / some cavalrys and so on), and the other (perhaps 50) were in red status still forming.

Is it WAD???? So the "units Raised" are those unfinished? Adding 71 + 54 126 could do the total built units, but seems to me this is not the reason.
