Captuered Supply Wagons & Artillery

Playing as the CSA, I have captured both supply wagons and artillery with some of them being depleted of manpower. I have placed them in a city and changed their posture to passive and waited a turn or two but they still do not increase in manpower. I have also noticed that the flag in the unit still displays the Union flag. Is there a way to have these captured units replenishes manpower and the flag to display the side your are playing?
