Okay, found the problem, somehow during your update build you accidentally used the wrong files for 38 Centre PA. The ones being used are dated 4/9/2007, whereas the correct ones attached below are dated 10/20/2007. These files were not in the RR MOD files, as they were already in an earlier patch for ACW late last year.
I just overwrote the incorrect ones with these and it corrects the problem.
Everyone else testing this beta, just unzip the two files below and overwrite them into the ....ACW/Graphics/Region folder and go on with the testing.

I've been looking for a defrag utility that actually fully defrags the specified hard drive instead of leaving gaps like the cheap defrag utility that comes with WinXP. Reason being, if all the gaps are filled then fragmentation is slower to start expanding again. When some of my larger files fragment across these stupid gaps they slow down the loading process somewhat.

I did an entire uninstall/reinstall and it left the original 4/9/2007 files from the v1.00 installation without replacing them, meaning the update patch is missing the two files above.
I always test the comprehensive patch, by totally uninstalling and reinstalling the game, then place the new comprehensive patch over the v1.00 installation. That way, I can find oversights. Anyone, just buying the game and doing a new installation would get the screen above.
Doesn't do much good to "beta" test if you are gonna do it half way.

Anyway, with all the patching (not to mention manual updating of files downloaded from this Forum), I'm probably due for a complete reinstall from scratch anyway.
