Yeah I know. One game I invested in Virginia - then a +4 WS factory popped up in lightly defended Manassas! Which pretty much forced me to take and hold the region. I winded up taking Alexandria too, so I guess it actually worked out to my advantage.
The other problem is I dont see the point of industrialising too much as there is a cash constraint as well in spending the WS!So if there is a shortage of cash for several turns then the WS build up - it is all a question of balance and thinking ahead! If the whole process is supposed to be random then medium industry is probably a good strategy to adopt as CSA and heavy Industry is just pointless overkill - also for the economically minded there is the Law Of Diminshing returns. The extra investment does not necessarily give greater returns!
Yup, I'm starting to notice this too. Although money can be raised quickly with the financials options, and your blockade runners generate more money than WS, I'm coming to the point where money becomes the constraint not war supplies. I'm also hesitant about overdoing the financials options due to the morale/victory points/inflation hits. What cost more WS than money? Repairing ships?
