Penalties for changing generals

It seems to me that there are almost no penalties associated with dismissing and replacing generals. On the Austrian and Prussian side of the 1805 and 1806 scenarios there are absolutely no penalties, and on the french side it seems only dismissing Napoleon gives a penalty. Is this as intended?

No, not intended and probably bugged instruction on my side of the script. I'll check this :indien:
