city not taken?

Hi
I have entered Annapolis region, there is no enemy unit in the region or the city, and my unit is a division 121 power strong, yet the city displays enemy flag and tooltip says it is enemy controlled, but I am actually able to enter the city! A graphic bug? (v 1.07f)

For me Annapolis display Union flag. I'll send the turn but not sure what should I send. Just trn file or everything?
