Generals gaining rank

If a General that isn't a division commander or stack command is in a stack that engages in battle, do they get the experience as well? I need to get rid of these pathetic 3 stars I have that are my corps and army commanders but need some generals to gain experience obviously.

If my choices are a 3 star General who has 1-0-1 as a Corps commander or a 1 star who is 4-2-2 as a division commander which is the better option? First, the 1-0-1 guy is NEVER freaking active. I actually have disbanded the Corps and put the other guy in charge as a Division only with another couple Generals. At least they are active more and as soon as he gains enough i can put him as a corps commander.

It's not quite straight-forward, since there are a number of 1-stars that never will be eligible promotion to 3-star, often not even 2-star

Also, if you use a 1-star as stack commander, you'll face CP penalties, compounded by the fact that the stack can't become a corps.

oh...I guess I didn't know that some guys are not capable of being promoted. I thought everyone had an equal chance....I guess I will revert back to the less effective General and move a couple of my better ones Westward were I have a a large force that is in need of Generals anyway.
