Artillerist commanding Fort

As the Union, I put Gen. French (artillerist and slow) at Fort Monroe. He consistently bombarded passing ships - dishing out punishment and taking very little in return.

This is probably a good plan ... w/ the whole inactive deal it already frustrates me to no end to get my armies moving the last thing I need is a guy who is slow. On the other hand forts already seem way stronger then any naval fleets they encounter none of my forts have yet engaged any CSA naval units in 2 years or so of fighting but my forces have and they have always taken very severe beating even units that I thought would be largely invunerable such as my ironclades.

You really get the feeling playing as the union ... as Lincoln must have felt ... why will they not fight ... surely they would win if they only engaged the enemy!

The slow mover trait is only effective if he is the commander of a stack.
