AFAIK, no. Units that are "conscripts" can be trained, but I don't think militia can be trained. Not sure though.
I do think training depends on leaders having the right special abilities, not on units gaining experience.

Leaders need to participate in combat to get seniority (which is needed for being able to be promoted). I.e an army commander doesn't benefit if one of his corps fights batttles, unless the army stack is also part of it.

It varies. Some get better when the get promoted, some get worse, some stay the same.
