Attached sharpshooters will slow down cavalry formations. Same thing with horse artillery. Actually horse artillery will reduce the speed of a cavalry division to the speed of an infantry division. Which is OK dependent on how you intend to use the cavalry.
Actually the speed reduction to a cavalry division is greater by adding horse artillery than adding a sharpshooter. Although horse artillery is a medium horse unit rather than a wheeled unit. Which means less impact from rough terrain than if you had attached non-horse regular wheeled artillery.
