PBEM 3 players can't save turns

ok this one is really weird

We just started a 10 players PBEM and we are only up to turn 3. However the same 3 players are unable to save their turns.
We are using dropbox. So as GM I download their ords from Dropbox (where I can see them) into the game save file (again where I can see them). Start the game and those three nations have no red paperclip!

We tried a work around where I went into those 3 nations and saved the game for them but turns out their orders were no being processed even though by doing this I could generate a red paperclip.

So we are back to square one.
It always the same 3 players. The other 7 players have no problems and their saves generate red paperclips no worries,

Does anyone have idea what is going on?

Could you post a screenshot with the 10 save games names ?
Sometimes, depending on OS localization, some ''sign'' are missing.
Most common is the ''~''.

The problem with posting a screenshot is the ords do not appear in the game load menu at all.
I did look at the non-posting files and they all have identical 'signs'

The issues are occurs with the German, Austrian and Russian players.
In the example below both German and Austrian players have already submitted their ord files and these have been placed in the save game file. Yet they do not appear on the screen.
The other7 players we have no problems.
In the example below USA and Russia have yet to submit which is why they are absent.

Bohémond, thanks so much for your help, it was indeed a character misplacement a - for a ~ very hard to find, but our persistent game master's daughter had better eyes than all of us players.

Is there a way to permanently fix the ord so it comes out with a ~ rather than a -?

As fas as I know there is no way to fix it.
Seems related to OS and not the game itself.
Player have to fix it manually.
