Piemont not changing sides

I have 80 000 austrian soldiers around Turin.

Milano is in imperial hands.

Yet - option for Savoy changing sides is still locked.

What might be a reason

Nothing should prevent it after Milano is taken by Alliance. Post a save with the last turn and include your script reports
