Unsuccessful Defence Work Orders

We are in Jun1808 PBEM.

For the last 8 months France, Turkey and Spain have the log notifying the player that most (all?) def work requests have been unsuccessful.
This occurs "every" turn.
I have checked the loyalty factors in the requested provinces and know the log messages are accurate (i.e. log says def work request unsuccessful and loyalty level does not change.

These unsuccessful result did not occur earlier in the game.
Can anyone suggest what is wrong and why it affects some players and not others?
Also how do we fix it?
As it now stands for the players concerned def work cards are now a pointless request to play.

What were the loyalty and MC in the target region? If already to max, the decision won't work.

No the loyalty was never at the max in any of the target regions.

Loyalties varied between 50% and 95% and do not change after the failed notice.

Prussian player has now also notified me he is getting unsuccessful def works messages.

The conditions are (from the text file 21-Build Defensive Works.rgd)

Duration = 3

So... are you standing still with your units while the decision is under development? Is your military control always above 25? Is there some enemy in the region?
I would say the possible cause can be that you move out from the region.

No we have already investigated the list you have above.
Always above 25% MC and usually sufficiently (stationary) units in the province.
Most of these Def works orders occur in rear echelon areas so there is not really many cases of moving units or enemy present.

If you look at the last attached log and read the messages you can see the difference.
So messages 58 to 65 record failed def works attempts. These 7 in my view are a bug (i.e. they meet all criteria and there is no reason for them not to be enacted.) They all read " An attempt to perform the decision Build Defensive Works in regions "x" was unsuccessful".
Now where there are genuine reasons for failures (units moved out etc) it appears there is a different message (as in message line 56 )reading, "The decision Build Defensive Works is not valid: Not enough elements of the correct family".

So you can see this attachment from last turn shows 1 genuine failure and 7 unsuccessful attempts that should have been valid.

This is happening with almost every player in our group and it is occurring "every turn"!
Players home regions are now reaching high levels of rebellion as players have limited toold to quell rebellions without a functioning Def Works card.

ok as you can see by the chart attached, 14 Def work requested with 100% failure rate all with 100% military control, required garrison and no enemy present.
So what is going on?

Ok another turn and another 100% failure rate.
See attached chart, all requirements met yet 100% no result.
This is occurring with several PBEM players.
So can we please have an answer is this a bug?
Or is there something else going on?

ok here is the Spanish players results. Guess what? of 16 requests 100% failure rate

Can we have an update on this by anyone?

Sorry for the delay. As the only file I have from your game is the HST file showing what already happened, I restarted a game with Spain and added defensive works to Madrid. It worked, and I checked the code line by line without seeing anything.

So I would need the current HST where you have failing decisions PLUS the turn before.
