I begin a turn with Artillery Research at Level 2 with zero points. I invest 250 gold and sundry action points in the Bruchmuller research option which offers me 75 artillery research points. I begin the next turn with Artillery Research at Level 2 and 30 points. Is this some quirk of the new math or did Georg find his way into some expensive (ahem) diverting activity on the way to the gun shop?
