Ok, but if the game allows to create art. units in states where there were no means to build those pieces, why restrict the big guns to the north east?

I have no problem with some simplification of the process, after all, this is not "Artillery Tycoon", but it seems that there are some geographic restrictions taken into account. It´s not a big issue, at least to me, I was more interested in the historical facts and some people in this trhead seem to know a lot about it.

Basically, it is the way it is, because that's the way it is.

It works, it is historic, and it adds a gameplay limitation (so you simply cannot build heavy artillery wherever you desire, you have to work within some game limits).

Would the game be better if you can build artillery wherever? I guess that is a matter of opinion.

Basically, you can build heavy artillery from states that historically had a heavy artillery (at least one) regiment. It places a limitation, so you cannot simply have 50 heavy artillery regiments (if each state can build X many heavy artillery, you can have an overload), plus it puts a geographic limitation on where it appears. If you can field as much heavy equipment in Missiouri (closer to your supply lines), then it is 'cheaper' (based on rail costs) to build it there than in Ohio or New York. It forces some transit on your produced units that would be abstracted into nothingness should you build a unit in Missouri (in theory, the guns were built in Ohio and shipped to Missouri, but in this case it still costs the same to have the gun appear in Ohio, or in Missouri, ignoring the reality that the guns would have to be shipped anyway).
