On the Battle Screen/Gauge, I believe that's what you are taking about, I think the bars are simply a graphical depiction of the 'power' of each side. I wouldn't worry about it too much, as once a battle has started you have no influence over it at all.
Lee spawns into the game through the 'evt_nam_CSA_FiveGenerals1861' event CA mentioned, in the Late August '61 turn, but is locked until between Early March '62 and Early June '62 depending on chance and some conditions. If lady luck has not smiled on you by Early June '62, and the conditions have not been met, he will automatically unlock regardless.
Starting with Early March '62 until the end of May, there is a 10% chance of him unlocking.
Starting with Early March '62 until the end of May, If the Union has a force or forces with 40+ combat elements within 2 regions of Richmond, Lee will unlock.
So, if you do not want to get Lee into the game before Late August '61, the simplest way to unlock Lee ahead of time would be to modify the 'evt_nam_CSA_LeeTakesCommand1862A' event.
In the 'Conditions' section of the event, Set the 'MinDate' to when you want him to unlock, AND remove the 'Probability' clause from the same section. Then he will absolutely unlock on the date you wish, and none of the other scripts will be affected.
Remember to always make a backup of files you change in a safe place before changing them
