Inflation

Pocus stated in the latest Cyberstratege issue that each turn you can have inflation reduced 1% if you "roll" below current inflation.
This means that the more inflation you have the more chance it has to be reduced. But IRL it works the other way round : the more you have the more it increases !
I'd like to see the formula reversed, kind of : +1% if you roll above inflation, -1% if you roll *below* !

With this rule, everybody would stabilize around 50% of inflation.

Some kind of 'spiraling' could be interesting though.

Done this way as a buffering mechanism. These kinds of mechanisms are numerous in the code, so that the loosing side don't loose even faster, but can resists the pressure of the winner (the looser being often the AI). So if you don't want an uninteresting game, leave these parameters as they are, believe me :)
