Losing Engagement points

Hi,

Enjoying game very much but seem to have run into problem, randomly losing engagements points.

Last incident June 16-21 1805 the tool tip says;

Initial amount 43
Changes from cities 6
Changes from events 0
Final amount 27

Is there a way to add them back in console? or is my game fubar?

Update;

Validated cache (Steam version) and a file was missing. Started again and of turn 17 all seems good.
