No Command Penalty

Hi chaps, can anyone explain why certain locations (pre war forts for example) have several leaderless units in a stack but have no command penalty? The ones I have seen are all locked - not sure if this has any bearing.

Forts garrisons are kind of exempt of the CP rule :indien:

I missed that. So there is no need of leaders in forts CP wise? Apart from other bonuses?

In that case why do I have a 5% CP penalty in fort Henry / Donelson where I have 1 garrison, 1 artillery and 1 supply unit?

Iirc Donelson has a regular artillery battery, not a fortress or naval gun unit.

the tooltip over each unit gives you the command cost, so this is just a simple arithmetic sum... we created the garrisons units with a 0 CP load and that is all... there is not fancy calculation which will wary the CP cost depending of the location of the unit, his role (garrison, posture etc.).
