GB send Gold to Portugal

Portugal is a coalition member but not at war with France as joined after war started so I can't send gold. seems a technicality - should be able to supply them as in coalition I believe.

Ok but my argument is that the war with France criteria seems too restrictive. Anyway Port has now DOW France.

GB didn't send gold/supplies to a country that didn't need it if they were not engaged against France
