I have a grave concern to address and can only hope that it is addressed!
That is that there is no regular brigade available for purchase from Vermont. Now this in not just because i am an aspiring civil war historian from Vermont, but also because of the significant contribution of her troops.
The 1st Vermont Brigade was the first brigade formed that consisted entirely of regiments from a single state. Before this time state regiments were scattered about because of a theory that it would prevent the decimate of a single states troops.
It proved a success and latter brigade that were formed included the famed Iron Brigade and the New Jersey brigade. But these were all successors to the OLD VERMONT BRIGADE!
There is a theroy out there that states that the Vermont Brigade is not as well known as others because of the fact that it played only a supporting role at the battles of Antitieum, Fredericksburg and Gettysburg, where as brigades like the Irish and Iron played central roles. The Vermont Brigade however served with great disticntion in Grant's Overland Campaign, proving vital in the Battle of the Wilderness and with Phill Sheridan in the Shenadoah valley. They were blood red during an unpopular year of the war and thus are not remembered.
Let us remember Vermont and I hope it is possible to add a few regular brigades from Vermont for reinforcements!
The "Old Brigade" appears by event sometime around October 1861 in New England, it consists of the 2nd through 6th Vermont Regiments...
Whether there should be additional, buildable Vermont units I can't tell, do you have information of any such existing?
Note that none of these are regulars, rather volunteers (at first I thought you meant regular brigades (US) should be buildable in Vermont).

Vermont raised Seventeen Infantry regiments during the war. the 2nd through the 11th were three years men. They were completely volunteer units. So I think there should be at least the option to purchase regiments from VT appearing in Boston. They should be line troop quality rather than militia troops,'
