City Supply Figures

What do the two numbers signify when looking at supply for cities?
Example: 128/278 ??? Hope that's vague enough. By the way, most excellent game and support for it ! Keep it up.

So if the general supply is "0", does that mean it is a waste of time returning to that city for re-supply? Related, does the city receive new supplies to build up its reserve and if so, how? Can I speed it up? Sorry for all the newbie questions, but I am a poor manual reader.....

The city will resieve supplys if it is close enough to a depot. You can increase the supplys by building a new depot there.
