So!

Latest series as the CSA is going very well, i have managed to take command of the province in which Washington DC resides with around 30-40k Union men inside ( 1000-2000 pwr at max ).

Only now i discover that the Union has somehow gained a force within the city of 100k +. ( This was a gradual increase of around 1000 pwr ish per turn )

How?>

The Province was guarded by Army and the territory was under my control and i do believe units change to offensive posture when they enter enemy controlled territory? ( may of gotten that one wrong or it may be a TEAW thing. )

I have control of Alexandria which promtly bombards the ever living hell out of any ship that passes by ( dealing out 40 hits. )

So how in the hell can the Union gain this many troops in the city?!
