In the Diplomacy window, you can request "Foreign Access". It is not in the manual. When you search the forum "Foregin Access" you get hundreds of posts. At least the first 10 posts don't have Foreign Access next to each other any where in the post.

I don't even know why you bother putting a search button on the forum.

Foreign Access was added just before release (so after manual was written). This a combination of passage rights + supply rights basically.

Thanks for your response.

In the diplomacy window, you have a nations windows which shows icons for treaties in effect. The "Pop Tip" is very brief. In the lower window, if you select treaties in effect, the "Pop Tip" is much larger and does a good job of explaining what it is.
