merchnat fleets

as France you start with 7 merchant fleets. After time through attrition and rough weather they suffer damage. I've had one in port for four months and no improvements, can they be repaired or do they just dwindle away. If a merchant fleet cease to exist does, so you have 6 instead of the 7 fleets does another one appear on the build screen or once they are gone they are gone type of thing.
Also how come only 7 fleets? In 1807 I had plenty of money and would of liked to increase my trade base.
Do the action buttons, orange, blue, green have any bearing on the merchant fleet?

The stance and ROE buttons do not affect their income abilities in trade or commerce boxes. Leave them in DP or PP to reduce possible cohesion loss.

If they have taken a lot of hits and lost a lot of cohesion, send them back to harbor for repairs and recovery.

To replace hits, they only need to be in DP. To replace lost ships they must be in PP.

Do you have chits in the naval replacement pool?

what naval replacement pool? New one on me. I didn't think there was a player accessed replacement pool, or is it on auto?

Both land and naval replacements can be accessed through the F2 key. The process can be automated, but it is so simple to do manually and you can more easily rush through certain types of replacements, I would suggest doing it manually. At the beginning of the game, you probably have several reserve replacements already available but they will dry up fast if you don't continually add more replacements.
