Army Reform Question

Hello!

It's been a while since I last played, and I was just trying to determine how the Corps reform triggers. I usually play Spain and keep good relations with France, and so have never been invaded by a major power. I have an excess of resources due to expansion. Do I need to get France to invade, or can I start a war with another nation, let them invade, and then reform?
