Yes, you can ask (or be provided spontaneously) with troops from your allies. Depending of the nature of the ally, they will be more or less generous. If you get an expeditionary force from Austria, it will be a corps, if that's from one of your satellite nation, they will relinquish everything but garrisons.
Even without direct control with the 'TAB' key you can paint the map and tell your allies to go in specific spot or to not go in some areas.

Regarding other forces, you can only command your own nation's forces and not those of your coalition, but let me clarify further. When building reinforcements, you are given certain multi-national unit types which can be built, such as French-Italian, French-Corsican, and eventually French-Polish.
You may request both expeditionary forces and expeditionary fleets from your allies and "if" such forces are granted, then you are given control of them. For instance, requesting a force from Bavaria may yield you control of one of their Divisions, which you can them organize into one of your army corps, or perhaps control individually for something like garrison duty.
Certain leaders have enhanced skills as a multi-national commander, and others have a skill that enhances their command of German or Italian units.
