and with that I can not agree - in some cases the enemy brigade will flood a city defended by militia and take the militia by surprise. I guess f.e. 4000 soldiers in one brigade attacking 1000 militia men will result in the capture of the militia (surrender) and having few casualties on the attacking side - but I also expect that sometimes the militia to man the barricades and kill hundreds of attacking soldiers in a fierce fight and repell those attackers. I Don't see this happen much - it's always militia massacre time.
I think the militia should get some defensive position bonus to shield them from enemy bullets.
