Units are active but locked. Why?

I can't figure this out from the manual. Oftentimes, units become locked in place ("lock" icon); this seem to happen most ofted when the leader is inactive, but sometimes it happens even if the leader is active. Can anybody explain how this works?

Note that (following the suggestion on the manual) I did not activate the option to fix units in place whenever a leader is not active...

You probably are playing with the reds, isn't it ? If so, you will suffer this kind of random global bad command effect each 2 turns, but you can make it much less painful if you place a political commissar unit in each of your forces. Check the Politkom unit element panel, everything is explain in the abilities tooltips. Also in the Global Options, you have one which explain it and give you more of this units.

:blink: Well, we should maybe have let an abilities list with their tool-tips in the manual to make it a bit more clear. But the manual would then reach 120 pages :( .
Otherwise you have the Politkom unit concept also explained in an event with a red line in the event report panel during the first turns of the campaign scenarios.

I have no problem learning by playing and by keeping an eye on the forum. For me, a longer manual would not be worth developing. As you relate, the information is all present for the gamer. Thanks again.
