Combining militia from different states

Two different state militia regiments can be combined into a single unit. It seems that the regiments take on the state identity of of the first, or right-most regiment of the combining pair. Is this intended?

I guess it's asking a bit much to limit the militia merging to units from the same state. Would make sense, but would it add a needless layer of micro-management?

code limitation yes, a unit can only be tied to a single state, not a mix of several.
