Am i correct in the thinking that you have to have 75% loyalty in a region to use the railways?

Loyalty doesn't impact railroad usage. MC effects both whether supplies can pass through a region and whether you can use the railroad or not. You need at least 25% MC for both railroad usage and in order for supplies to pass through.

Anything below 5% MC will force any units to switch to orange offensive posture.

Yeah Buckeye is right and Loyalty is likely to influence a few items like how fast you move through a location??? That or at least how much cohesion you lose in performing that. Spying(as the locals send out letters to their relatives informing on various items)

The wiki says it removes the fog of war up to 2 region. Would it also improve the information provide the higher it goes? For instance, at 55 it shows type of troops stationed, as it reaches higher does it increase the information provided about said units?
