Forming Division

When I go to form a Division I find it annoying that if the division commander isn't active then I cannot form a division with them.

I wouldn't mind it so much if I could see a reason for it. But I cannot. It isn't like a division disbands when a commander is inactive.

It is about game enjoyment. It increases micromanagement to have to wait a turn to form your division. There are already penalties in place for an inactive division commander. Is this really one we need?

put a couple generals there.

Most players muster troops in two or three areas, so you should have an ample supply of generals already in that region.

IIRC, the Veteran activation level in the Options menu will allow you to form a Division with any commander, you just won't know if a General is going to be active during a turn.
