mortar rafts..uses?

Since my Union timberclads can turn Reb cavalry into Mississippi fishfood quite easily I was wondering what the mortar rafts do. There is no mention in the rules about them. They historically were not wildly useful against forts.

Not exactly. They don't actually 'fire' as normal besieging artillery does. They add 1 to the siege die roll thus increasing the chances of the defender surrendering.

How does a unit in a river region besiege a unit in a city?

Oh, sorry :bonk: . You place the Mortar Raft adjacent to an already besieged city to add the modifier.
