Promoting Seniority 2 Generals

Anyone else notice that it is no longer possible to promote generals with a seniority value of 2?

I usually promote Leo Polk and Benny Huger immediately to Corps command when they unlock. Now, with 1.04a, I am no longer able to do this. Is this an intentional change or did I miss something?

Just curious. Huger seems incompetent from his opening stats..Why would you utilize him as a corps commander. I usually sit him in a Corps stack for his arty bonus (till Alexander arrives)...He scares the heck out of me lol.

Huger is necessary at the start due to the lack of corps commanders early on. And his stats are decent enough that the bonuses he gets from Bureaugard make him better than his Federal counterparts.

I agree.
With his artillery bonus, his corps can also be used for besieging cities if it belongs to a well commanded Army (ie under Lee command for example)...

And, if you want to have a lot of little corps, you will need him as a 2 stars commander just because you do not have a lot of men able to be corps commander.

Thats strange. When I start April 1861, and Huger and Polk are unlocked, both have seniority level of 2. Both should be promotable. But neither are. After Jackson has been involved in some fighting and gets his seniority increased to 2, he is not promotable either. The promote button is grayed out.

This was 1.04a. Regular 1.04 was fine. Not sure what happened. But nobody is promotable, even when advancing past 4 seniority levels. I'm never getting the promotable message. Crapola. Maybe I'll start a new game and just hope something glitched.
