Cotton embargo/blockade runners

When you enable cotton embargo as the CSA, does that mean that your blockade runners won't bring cash in, only WS? It seems that ever since I enabled this option blockade runners bring 0 money + 5 WS when they used to bring 1 money + 5 WS when embargo wasn't enacted.

this is not linked, the runners will still give you the same amount of money and the cost of the embargo is factored in the option.

Hmmm...

For the first time my CSA cotton embargo backfired (FE is like minus 20) and since then my fleet in the Gulf has been bringing i.e 23 Money and 4 WS instead of 5 Money and 30 WS it usually did in my previous games. Isn't it linked somehow?

IIRC I heard somewhere that what you receive from your blockade runners depends on which stockpile is the lowest (i.e. if you are almost out of money your blockade runners will bring in mostly money, etc.).
