Creating a depot? What gives

Ok is there anything different than ACWII for depot creation? I have a provinces 100 % MC. Have 2 wagons and general in the province. Unable to build a depot. How many wagons do you need in this game?

I think you need 8 elements in CW2, so if that is the same here you will need 4 units of wagons as they only have 2 elements in this game.
