Department leader abilities?

In the rules manual is a statement that some of the leader abilities carry over to all units in a Department if that leader is the highest ranking in the Department. One of the overlays reveals that a Department is rather large. I checked the AGEOD Wiki and it had a lot of abilities being mentioned as CiC (Commander in Chief) abilities. Which ones work in this game, if any?

The spy network ones seem to work as advertised, though I'm not so certain about the others. Most of the non-raider oriented abilities are really only useful in the division/corps/army stacks anyway.

I was just wondering about something similar myself.


Sickles has an ability that gives a boost to all the militia in a state if he is in that state. Or something like that. The description confused me so I didn't pursue it, but a leader like than in one of the border states might give a nice little boost against raiders.
